Laos at €28 and Vietnam at €32 are effectively the same budget, so anyone choosing on price is choosing on nothing. The real difference is pace, and it is large.
Vietnam packs cities, a 1,650 km coastline, mountain rice terraces in the north and the Mekong Delta in the south into one trip, and moving between them is easy and cheap. There is always a night bus, always a flight, always another traveller doing the same route.
Laos is landlocked, quieter and slower, and the things people remember are Luang Prabang at dawn, the river, and long days where not much happens. Its tourist infrastructure is thinner and less practised, which is the reason to go and also the reason some people leave early.
Laos is best in winter and spring; Vietnam in spring and autumn. Spring is the only month range that suits both, which matters if you were planning to combine them — and combining them is common, since they share a border and a well-worn overland route.
Vietnam's length also means its own north and south are rarely in season together, so "when to go to Vietnam" is really two questions.
79/100 against 75 is not a meaningful gap, and in both countries the realistic risks are traffic and overcharging rather than crime. The difference a visitor feels is intensity: crossing a street in Hanoi or Ho Chi Minh City is an acquired skill, and Laos simply does not have that volume of anything.
