Neither is meaningfully cheaper: both run around €28 a day. Which means the decision comes down to everything else — how safe each rates, when you can travel, and what each one is genuinely good at.
€28 against €30 a day makes these two the same trip on paper and nothing alike in practice. This is a comparison people run because both come up on lists of the cheapest places to travel, which is where the similarity ends.
This is the fact that decides most of these decisions and it barely shows on a table. Kyrgyzstan is a summer country: over 90% of it sits above 1,500 m, the mountain passes and the yurt camps are only reachable for a few months, and outside that window the country you came to see is shut. India is best in winter and spring, and the months when Kyrgyzstan works are the months when much of India is at its most punishing.
So if your holiday is fixed to July or August, this is not really a choice. If it is fixed to January, it also is not.
India at €28 a day is a country of trains, cities, temples, beaches and mountains, and the difficulty is volume: crowds, noise, heat and the constant low-level negotiation of being a visitor. It is rewarding and it is tiring, and two weeks is not enough to do more than one region.
Kyrgyzstan is the opposite kind of hard. Very little is crowded, almost nothing is negotiated, and the difficulty is that infrastructure thins out fast — shared taxis instead of timetables, cash instead of cards, and horses where the road stops. It suits people who like being unreachable.
Kyrgyzstan rates 70/100 and India 62, and neither number is about violence toward travellers. India's is dragged down by scale and by well-documented risks for women travelling alone. Kyrgyzstan's is mostly about terrain and remoteness: the realistic danger is weather, altitude and being a long way from a hospital, not people.
